Spencer Weed & Long Grass Notice
VILLAGE OF SPENCER
NOTICE TO CONTROL NOXIOUS WEEDS AND REGULATION OF LENGTH OF LAWN AND GRASSES
Per State Statue 66.0407 and Village Ordinance 271-3, notice is hereby given to each person who owns, occupies or controls land in the Village of Spencer, State of Wisconsin, to destroy all noxious weeds on such property before the plant blooms. The noxious weeds shall include but not be limited to the following: Canada thistle, leafy spurge and field bindweed. Noxious weeds shall be controlled at such time and in such manner as will effectually prevent such plants from maturing to the bloom or flower stage.
Regulation of Length of Lawn and Grasses, Chapter 271-5 Public nuisance declared. The Village Board finds that lawns, grasses and noxious weeds on nonagricultural lots or parcels of land, as classified under Chapter 480, Zoning, of the Code of the Village of Spencer, within the Village of Spencer which exceed eight inches in length adversely affect the public health and safety of the public in that they tend to emit pollen and other discomforting bits of plants, constitute a fire hazard and a safety hazard in that debris can be hidden in the grass, interferes with the public convenience and adversely affects property values of other land within the Village. For that reason, any nonagricultural lawn, grass or weed on a lot or other parcel of land which exceeds eight inches in length is hereby declared to be a public nuisance.
