Spencer Revolving Loan Program Discontinuation

The State of Wisconsin has discontinued local Revolving Loan programs like the one we've had in the Village of Spencer since 1981. These programs were funded by Community Development Block Grants (CDBG) and were used to help ensure a community's ability to conserve, rehabilitate and improve residential properties occupied by low-to-moderate income (LMI) residents.

These local programs were limited by the amount of funds they were able to award and the cost of required lead and asbestos inspection and mitigation. The Village of Spencer was limited to loaning only $10,000 per project with lead and asbestos inspections costing up to $1000.

With the discontinuation of the local program, Village of Spencer residents are eligible to participate at the regional level through the Central Housing Region CDBG program that includes Marathon County. This program can award up to $50,000 per project and can include roofs, siding, windows, plumbing, electrical, etc.

These are interest free loans for owner occupied properties that must be paid back when the owner no longer occupies the property as their principal place of residence. Income limits apply.
